Usually said after saying something smart or intelligent. A longer version of the sentence is 'Up here for thinking, down there for dancing, out there for shaking and down here for making' Usually one would point to their head then feet for the shortened sentence. The Foundary was a factory in Waterford where everyone's grandfather used to work. It was located down by the kay river. They used to pronounce it in this way due to the peculiar gutteral r sound of the old Waterford accent.
